  4. Project Description on Experience to Date

    1. Project Description

      1. Problem:

        The project will educate key state legislators/staff to promote better communication, help address adolescent health in a strategic and comprehensive way, build leadership capacity within NCSL, and promote better coordination among programs that deal with adolescent health-related topics.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: Strengthen leadership, infrastructure and capacity of NCSL to internally and externally address adolescent health issues through its communication with key state legislators.
        Objective 1: Identify the NCSL program areas and staff who are involved in work that affects adolescent health, including mental health, substance abuse prevention, positive youth development, teen pregnancy prevention, education, transportation safety and juvenile justice.
        Objective 2: To better coordinate NCSL work products and other educational activities to distribute and share with key state legislators and legislative staff.
         
        Goal 2: Promote better coordination and communication among key state legislators and staff on topics usually debated in committee "silos" in an uncoordinated fashion within states and across the nation.
        Objective 1: Identify the key state legislators, staff and primary committees of jurisdiction that deal with a range of adolescent health issues to be addressed by NCSL's PIPPAH Project.
        Objective 2: Identify methods and practices that are effective in promoting better coordination among state policymakers and state programs involved with issues related to adolescent health and safety.
        Objective 3: Highlight methods and practices for better coordination among policymakers who deal with adolescent health issues in NCSL work products to distribute and share with the key legislators and staff.
         
        Goal 3: Participate in the PIPPAH Partnership Initiative and learn from and contribute to the adolescent health knowledge base obtained through the Partnership and its collaborating organizations.
        Objective 1: Identify the key state legislators, staff and primary committees of jurisdiction from across the country who are professionals in the field of public policy concerning the health and safety of adolescents.
        Objective 2: Identify the state legislative policy issues related to adolescent health that will be the focus of the education efforts in reaching key state legislators, with an emphasis on the goals and objectives of the "National Initiative to Improve Adolescent Health by the Year 2010."
         
        Goal 4: Advance the national Healthy People 2010 adolescent health goals and objectives by educating key state legislators from across the country about adolescent health.
        Objective 1: Identify the key state legislators and staff who are professionals in the field of public policy concerning the health and safety of adolescents.
        Objective 2: Identify the state legislative policy issues related to adolescent health and safety that will be the focus of the education efforts in reaching key legislators, with an emphasis on the goals and objectives from the "National Initiative to Improve Adolescent Health by the Year 2010."
         
      3. Activities/Methodology undertaken to meet project goals:

        This project will use existing NCSL channels to engage leaders to promote better collaboration among the program areas and staff. These channels include email, the NCSL internal newsletter and the monthly program directors' meeting. NCSL will also establish an internal "Work Group on Adolescent Health" to include staff from programs that deal with mental health, substance abuse prevention, human services, positive youth development, education, transportation safety, teen pregnancy prevention and juvenile justice. This group will meet quarterly to share ideas, collaborate on projects and deviise strategies to promote better coordination within state legislatures to address adolescent health issues. The PIPPAH Project staff will consult with key state legislators to help inform and advise the project. NCSL will continue to collaborate with other national organizations on projects of mutal interest and benefit. In order to synthesize large quantities of information and package materials in a user-friendly format for busy state legislators, NCSL will respond to infomation requests, conduct seminars and meetings, writre and distribute publications, provide electronic services such as Web pages and listservs, and provide expert consulting assistance.

      4. The first three Healthy People 2010 objectives which this project addresses are listed below.

        1. Related to Healthy People 2010 Objective Goal 23 Public Health Infrastructure.

      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        NCSL will establish an internal Work Group to share ideas and develop strategies to advise key state legislators about emerging issues in adolescent health. NCSL will seek to establish an Advisory committee comprised of 2 or 3 key state legislators, who will advise and inform the internal Work Group and the project as a whole. NCSL seeks to gather cross-cutting information from the states on issues that affect adolescent health and safety.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        NCSL will measure progress towards achieving our objectives by surveying participants of the internal Work Group before it begins its work at the end of Year One to determine if their collaboration efforts have improved. In addition, a survey tool will be developed to answer questions related to the accuracy and effectiveness of NCSL's contribution to the PIPPAH Partnership Initiative, NCSL's internal knowledge base, and the productivity of state legislators in the area of adolescent health.

  6. Annotation:

    The purpose of this project is to educate legislators about adolescent health issues and to promote cross-cutting communication and collaboration within NCSL and across state legislatures. NCSL will use Web pages and publications, provide technical assistance and responde to information requests in order to build leadership capacity, focus on the Healthy People 2010 objectives for adolescents and young adults, promote better integration of state policies and services, and emphasize state health policy in a broad sense.
